The Commerce Road and Deepwater corridor
South Richmond, about half a mile off I-95 and zoned heavy industrial. The Port of Virginia has a partnership with the city to develop this corridor as an inland logistics hub.
Richmond Marine Terminal
A 121-acre city-owned terminal on the James, leased to the Virginia Port Authority through 2056. Barge service connects it to the Port of Virginia at Norfolk.

Permitting
Permits in Richmond
Richmond is an independent city and is not part of any county, which is unusual and worth getting straight before you start. Cross into Henrico, Chesterfield or Hanover and you are dealing with an entirely separate county authority.
Inside the city, building permits come from the Department of Planning and Development Review, through its Bureau of Permits and Inspections. The Fire Marshal's Office within Richmond Fire and Emergency Services administers the Virginia Statewide Fire Prevention Code and handles plan review and inspections.
Richmond publishes a high-piled combustible storage permit as its own item, right on the Fire Marshal's operational permit list. If you are stacking above twelve feet, that is the permit that applies to you.
Under the International Fire Code you need a permit once a building holds more than 500 square feet of high-piled combustible storage, and high-piled means the top of the load sits above 12 feet. That covers most pallet rack projects. The code itself is the same in every jurisdiction, but the forms you file and the reviewer who reads them change from one county to the next.

The two tracks run separately here. Fire construction permits for alarms and sprinklers go through Permits and Inspections, while the operational permit for high-piled storage comes from the Fire Marshal's Office. Not every job needs new steel. We keep a used yard in Charlotte and sell out of it across the country, usually at a third to half off new. Kyle Austin runs that side and can tell you what is on the ground today.
